The Fraud Cases You Must Know About

Piyush Group — Rs 600 Crore Fraud: This is the biggest property fraud in the Dharuhera-Bhiwadi belt. The Enforcement Directorate (ED) raided Piyush Group premises, seizing Rs 5 crore in cash. Over 2,000 homebuyers were affected across Palwal, Faridabad, Bhiwadi, and Dharuhera. The allegations include fabrication of documents, selling the same unit to multiple buyers, and fraudulent sale of mortgaged land. The company is now under insolvency proceedings (CIRP).

AMD City — ED Investigation Active: AMD Estates, the developer of AMD City on NH-8 in Sector 26, is under active Enforcement Directorate investigation. Phase 2 of the project is effectively frozen. Banks are refusing to sanction loans for AMD City properties. Phase 1 with completed payments is considered relatively safer, but the overall risk remains very high.

Parsvnath Developers — Technically Insolvent: Parsvnath City in Sector 1 was developed by Parsvnath Developers Ltd, a listed company that is now technically insolvent. Their shareholder funds are negative Rs 1,696 crore. They reported a net loss of Rs 143 crore in Q3 FY26 alone. The Supreme Court in February 2026 upheld 8% annual interest compensation to homebuyers for delayed possession.

Raheja OMA — Chargesheet Filed: The Raheja OMA project in Dharuhera generated fraud complaints on consumer forums. A chargesheet was filed against builder Raheja and two sons. Buyers reported being lured via marketing at Delhi Airport and show flats, only to face 1.5+ years of delayed possession.

7-Step Builder Verification Process

  1. Check RERA Registration: Visit the Haryana RERA portal at haryanarera.gov.in. Search for the project name or developer name.   2. Verify Jamabandi (Land Records): Get a Jamabandi extract from the local Patwari office or the Haryana Jamabandi portal (jamabandi.nic.in). This shows the ownership history of the land. Verify that the developer actually owns the land they are selling.
  3. Check Encumbrance Certificate: Obtain an Encumbrance Certificate (EC) from the Sub-Registrar office in Dharuhera (Rewari district).   4. Verify DTCP License: The Department of Town and Country Planning (DTCP), Haryana issues licenses for residential colonies. Visit tcpharyana.gov.in to verify the builder's license number. A valid DTCP license means the layout plan, road widths, open area requirements, and infrastructure standards have been approved.
  5. Check for NCLT/Insolvency Proceedings: Search the National Company Law Tribunal (NCLT) records for any insolvency cases against the developer at nclt.gov.in. Also search on IndianKanoon.org for any court cases involving the builder.
  6. Verify the Builder's Financial Health: For listed companies (like Parsvnath), check financial statements on Screener.in or MoneyControl. Look for negative net worth, consistent losses, or debt-to-equity ratios above 2. For private companies, check MCA records at mca.gov.in.
  7. On-Ground Due Diligence: Visit the project site personally. Talk to existing residents. Check the quality of roads, drainage, water supply, and electricity within the society. Ask about maintenance charges and whether they are being used effectively.
